Totaling 1,500 prospective non-commissioned officers (Caba) of Republic of Indonesia State Police from Papua, at the late February 2008 would be sent to follow education to three their respective educational agencies that are the Polisi Negara School (SPN) Singaraja (Bali), SPN Mojokerto (Surabaya), and SPN Purwokerto (Central Java). Chief of Papua Regional Police, Irjen Pol Max D Aer on Tuesday 26 February 2008, said to 1,500 Caba (1000 from Papua and 500 from West Barat) will be scheduled to begin education on March 5 for 10 months.
They all will be financed by Papua and West Papua Regional Government and will camoe back to Papua after finishing study. All of them who joined this program have special criteria that are Papuan origin and schooling both in Papua and West Papua. From 1,500 Caba, 942 of them are Papuan origin and Papua-born who attending school in Papua.
On February 21, 2008 New Zealand Police`s manager for international strategy and policy, Jaquelyn Goodwin, accompanied by an Indonesian police team, had already visited police offices in Manokwari. At a meeting with Papua Police Chief Insp Gen Max D Aer, Goodwin promised she would return to Papua in the near future with a concrete comunity police training program that can be implemented in Papua.
